His Father and Brother both became full time, appointed then elected, Superior Court Judges in the Cobb County Judicial Circuit. Matt was an active member of GTLA's Amicus committee for several years. He wrote several Amicus briefs in cases for GTLA. Primary and High School Education:
Matt Flournoy was raised in Marietta Georgia. Matt and his family have been active in the Marietta/Cobb County Community for many years. Matt attended school in the Marietta City Schools through the ninth grade. Beginning in the tenth grade he attended and then graduated in 1972 from the Westminster Schools located in Atlanta, Georgia. Matt was elected President of the Student Council for the Westminster Boys School for his senior year.
Undergraduate Education at Princeton University:
In 1972 Matt entered Princeton University located in Princeton, New Jersey as a freshman. He was active in undergraduate life. He was a member of the Varsity Cheerleading Squad for all four of his undergraduate years. He majored in Amercian History. He wrote his Senior thesis on the life of Annis Boudinot Stockton using her two hundred year old letters to reconstruct her life during the American Revolutionary War period in Princeton, New Jersey. In 1976 he graduated from Princeton University.
US Naval Service :
From 1976 to 1981 Matt volunteered to serve in the United States Navy. He graduated from Officer Candidate School (OCS) in Newport Rhode Island in 1977. In 1977 he was commissioned as an US Navy Ensign in Newport Rhode Island. Matt graduated from Surface Warfare Officer School, Communications Officer School, Naval Tactical Data Systems School, and Nuclear Weapons Sealed Authentication Systems School. Matt learned a great deal about ships, sailing, navigation, computers, data and voice satellite communications.
Matt was selected to be a member of the commissioning crew of the new Spruance Class Destroyer, USS John Rodgers DD-983. It was built in Ingalls Shipyard of Litton Industries located in Pascagoula, Mississippi. Matt and his shipmates tested the Ship when they took the Ship on sea trials. After the Ship was commissioned it spent most of the time out at sea. Matt served as the Communications Officer on the Ship which was homeported in Charleston, South Carolina. Matt was the division officer for the hardworking Radiomen and Signalmen on the Ship. Matt earned a Top Secret Clearance. He was the Ship's CMS Custodian in charge of Classified Communication codes and equipment. He was the officer in charge of the Ship's voice and data communications and the Ship's two man control nuclear weapons authentication systems.
The primary mission of the Destroyer USS John Rodgers DD-983 was anti submarine warfare. Matt conned (controlled) the Ship when it was underway. He also stood watch as the Combat Information Center (CIC) Watch Officer when the Ship was underway. The Destroyer USS John Rodgers DD-983 participated in Fleet exercises. The job of the Destroyer USS John Rodgers DD-983 was to locate and track Russian submarines.
Matt was trained to operate the Harpoon surface to surface Missile System.
While in the US Navy Matt visited many cities, countries, and islands in the world. Some of them are Alexandria Egypt, Cairo Egypt, Naples Italy, Rome Italy, Gaeta Italy, Toulon France, Tangier Morocco, Madrid Spain, Rota Spain, Palma de Mallorca - part of the Balearic Islands in the Mediterranean Sea, Munich Germany, Port au Prince Haiti, Fort de France Martinque, Kingstown Saint Vincent, Charlotte Amalie Saint Thomas Virgin Island, Christiansted Saint Croix Virgin Island, Frederiksted Saint Croix Virgin Island, US Naval Base in Guantanamo Bay Cuba, Oranjestad Aruba, Roosevelt Roads Puerto Rico, and San Juan Puerto Rico. Matt learned respect for other cultures while serving in the US Navy.
On September 4, 1998, Matt and his wife, Joanne Flournoy attended the decommissioning ceremony of USS John Rodgers DD-983 at the Naval Station Mayport, Jacksonville, Florida. The Editor of the Marietta Daily Journal Newspaper of Marietta, Georgia published an article on the event called "Saying Goodbye to an Old Friend". Here is the article from the Marietta Daily Journal Newspaper dated September 15, 1998.
After USS John Rodgers DD-983 was decommissioned, she was stored at NISMF Phildelphia, Pennsylvania awaiting sale for scrap. As of 2005 she has apparently been sold to International Shipbreaking of Brownsville, Texas though scrapping work has yet to complete. On December 29th, 2005, USS John Rodgers DD-983 was spotted heading south along the East Coast of South Florida under tow.
Legal Education at the University of Georgia Law School:
After his four and one half years of US Naval Service, he elected to return to civilian life to become a lawyer like his Father and Brother. Matt attended law school at the University of Georgia law school on the G.I Bill . In 1985 he graduated from the University of Georgia Law School where he received his Juris Doctor Degree. Matt Flournoy practiced law with his Father and Brother until his father became a Superior Court Judge in the Cobb Judicial Circuit .
Instructor at Paralegal School:
For the past seventeen years Matt has taught Civil Litigation to Paralegal Students at North Metro Technical College located in Acworth, Georgia.
North Metro Technical College is a unit of the Georgia State Department of Technical and Adult Education and is under the policy and administrative control of the Georgia State Board of Technical and Adult Education. Matt serves as the unofficial Dean of the Paralegal School. He recruits and selects Instructors for the Paralegal School. Matt enjoys teaching the subject of Civil Litigation. Matt has helped many graduates find jobs in the legal work place.
Marietta Kiwanis Club:
For over 24 years Matt has been an active member of the Marietta Kiwanis Club located in Marietta Georgia. Matt's Father, Judge Robert E. Flournoy Jr., was an active member of this club before his death. Matt's Brother , Judge Robert E. Flournoy III, is also a member of this Club.
Matt and Joanne enjoy participating in many community service projects such as ringing the bell to raise money for the Salvation Army in Cobb County, Georgia.
For many years Matt and Joanne have hosted the Annual Marietta Kiwanis Club Bocce Ball Tournament at their home in Marietta, Georgia.
Wife, Co Worker, Joanne:
Matt Flournoy is married to his college sweetheart, Joanne Flournoy. In 1973 they met at Princeton University. In 1982 they were married in Marietta, Georgia. In 1987 Joanne started to work with her husband as his paralegal and legal secretary. She is a valuable asset to Matt and the Flournoy Law Firm.

Matt Flournoy's late father, Robert E. Flournoy, Jr., was an elected Superior Court Judge in the Cobb Judicial Circuit of Georgia in Marietta, Georgia, for many years. His fatherwas elected and served as the Chief Superior Court Judge in Cobb County, Georgia.. His father was elected and served as the Mayor of the City of Marietta, Georgia. His father was elected and served in the Georgia House of Representatives from Cobb County, Georgia.
Older Brother, Superior Court Judge of Cobb County, Georgia:
Matt's two year older brother, Robert E. Flournoy, III, was elected and is serving as a Superior Court Judge in the Cobb Judicial Circuit of Georgia in Marietta, Georgia.
Mother, elected member of Marietta City School Board:
Matt's Mother, Pam Flournoy, is active in local and state politics. She served as an elected member of the Marietta City School Board until 2006.
